Predicted Formation in Spain NEGOTIATION WITH FRANCO (Received 26, 8.45 a.m.) LONDON, Nov. 25. The Bayonne correspondent of the Paris paper Le Jour predicts the almost immediate resignation of the Spanish Government and the formation of a more moderate Ministry headed by Senor Valladeras, a former Premier, who would be prepared to negotiate with General Franco. The decision ie said to have been reached at a conference in Barcelona with Sendr Companys, the Catalan President, and Henor Negrin, the Prime Minister. Le Jonr states that 3000 anarchists Were shot in Barcelona recently. Two thousand people died from starvation. A report from Salamanca states that the leader of the Spanish rebels, General Franco, is hopeful that the new offensive will crush the Republicana and speedily end the war. Preparationg for a great push are continuing. It fs reported that there are now 300,000 troops ino ne sector alone.
