Air-Base Scheme Lapses LONDON: Chiefly on the grounds. that it should be national expeuditure and not a, part of the ratepayers' responsibility, the Portsmouth Oity Council rejected the Langston air-base proposal. The Bill, therefore, lapses, though it is suggested that the Government might carry out the sr heine alone.
