Japanese War Chiefs Plan FULL DISCIPLINARY ACTION (Reeeivcd 23, 12.45 p.m.) TOKIO, Nov. 22. Admiral SuotsTgu aud Gcneral Ugaki intervicwed the Premier, Princo Konoye, and urged tke necessity of full disciplinary measures against China, including the occupation of Nanking. Admiral Suetugu subsequcntly statcd that tko declaration of war on Chbia would depend upon tho dcvelopmcnt of tko situation.
