("Received 22, 11.45 a.m.) SHANGHAI, NOY. 21. TJie Japanese grip on the International Settlement is tightening. The military attache, Major Harada, conveyed demands to tlie English, American and French officials of the Munieipal Council, including liberty of march for Japanese troops along the Bund and the surrender of interned Chinese, including the 377 survivors of Jhe "Doomed Battalion." The Japanese require acknowledgment of their right to take over all sovereign rights within the Settlement formerly cxercised by CMna. If the demands are not granted, Japan reserves the right to take the necessary measures. Japanese marines seized 30 water-poliee, Customs aad Fire-Brigade-launches and a fire-float worth £20,000. They put foreign memhers of the crew ashore and detained the Chinese. Later : The international munieipal authorities have agreed to jiccede to the Japanese demands as far as possible.
