BRITAIN'S QUEST FOR GENERAL SETTLEMENT

During tbe debate in the House of Lords, expressions of appreciation of Lord Halifax 's mission of goodwill were offered by representatives of all parties, and need of agreement with Germany as part of a general settlement was i'ully recognised. In xeplying to the debate, Lord Fiymouth said that the Government was equally anxious to bring about a comprehensive settlement of the txoubles and problems with which the ■world, was confronted. If there was any misconception to the eifeet that the Government was wedded to a policy of limited negotihtions on fcpecilic questions, he would like to correet that misconception. The Government had at times been driven to adopt this coqrse, but they always had as their primary object a comprehensive settleliient. The foreign policy of the Government continued to bc based 011 the principles of the Covenant of th&' League of Nations, and they fully acccpted all their obligations as members. The Prime Minister had made ifc clear that Britain wished to live on terms of friendship with Germany and Italy and that the search for this better understanding could more useftxlly bo pursued by the method of informal discixssion than by public declaration.
