NEUTRALITY INVOCATION
American Representative's Resolution (Received 18, 12.45 p.m.) WASHINGTON, Nov. 17. Representative SauthofE introduced a resolution in the House of Representatives requesting President Roosevelt to declare that a war exists. between China and Japan and to invoke the Neutrality Act. The chairman, Mr McReynOlds, of the Foreign Affairs Committee prevented the House from Immediately considering the reolution.
