"Germany was given to understand ' before signing the armistice . that her colonies would not be taken. away. , The excuse offered, that she was incapablo of : colonial ■ administration, was- a" precious one. \ "The ideal "solution is direct adminisitration of all' colonies by the League, 'but that is a long step. • • " Germany might be offered territory in A'frica to h'old under a mandate from the League," as part of d' general settlement, on conditions that she returned tc the .League, but we must not abandori a general settlement of the League ; or the mandatory system."
