'(Received 12, 12.S0 p.m.) RUGBY, N ov. 16. lHi to-day 's meeting of tlie Non-In-tervention Sub-Committee, the Russian Ambassador, M. Maisky, announced that Wa Government had now accepted in toto, without any reservations, the plan adopted by tbe full committee on November 4» j The chairman intimated to-day that no reply had yet been received from either paxty in. Spain. The sub-coonnittee received a full report regarding the substantial degree of progress achieved since the last meeting in the technical aspept of the three main parts of the plan— namely, the withdrawal of voluhteers, the granting of belligerent rights and the restoration and strengthening of the observation ■eheme. These technical discussions •wero proceeding, and the committee was informed that it was anticipated the technical reports on each of the three subjects would he available next week* » After M. Maisky 's statement the ehairman expressed his satisfaction to the committee, and it was agreed that the two sides in Spain ' should be informed of the change in. the Soviet's attitnde. M. Maisky made it clear that, in with'drawing its Teservations Tegarding belligerent rights, the Soviet Government left, along with the other Governmenta, its interpretation of. the meaning to be attached to "subatantial withdrawal" in the text of the plan until a proper and suitable time arrived for its congideration.0
