(Received 16, 12.30 p.m.) ' RUGBY, Nov. 15. British destroyers and aeroplanes will meet i'be Belgian steamer Prince Albert, in which the King of the Belgians is crossing to England for a State visit, half-way across ihe Channel and will escort the vessel into Dover. The Duke of Gloucester will welcome King Leopoid at Dover and, in company with the JBeJgian Ambassador, will travel with the speeial Royal train to London.
