(Received 15, 8.45 a.m.) NEW YORK, Nov. 13. The Italian-Japanese-German AntiOommunist Pact has added a new compiicati,on to the troubled politics in South America. The taut relationships between the Leftist Republics and Dictator States are more strained than cver because semi-Fascist regimeg are still conforming to strong-arm methods on their own boundaries. The- New Cork Times Mexico City correspondent, Mr. Frank L, Kluckhorn, says it is officially stated that Central America, with the exception of Uosta Rica and Panama, is delighted over the Anti-Communist Pact. Mexico distinctly disapproves. Semi-Fascism in Saivador, Gautemala, Honduras and Nicaragua have had an anti-Communist agreement for years and officially regard the Rome Pact as a normal bulwark against Communism. Hpwever, lione is likely openly to adhere to the Pact owing to the i'ear of irritating the United States. Costa Rica and Panama have seen how the Anti-Communist Paot of their neighbours has been used merely as a politieal club and do not want the same medicine. Mr, Kluckhohn continues: "Mexico's position is the more determined because her leaders recognise that ihe Central American dictators consider Mexico the 'Russia of the western world.' The Mexicans feel that unfriendly dictators, with Italian and German support, might welcome the opportunity to aid Mexico's Fascist element if internal trouble broke out. They would thus practically as well as morally support Mexico's attitude to the United States'' moderate policy, which is criticised by both elements.
