(Received 13, 10.50 a.m.) SALAMANCA, Nov. l2. General Franco's GoVermlient in a communique states that the dgent of Nationalist Spaiu in Lpndon will have direct access to the Foreign Office. The British agent at Salamanca will enjoy similar facilities under the Agqnts Act as consuls for the protection of Commerciai interests. The Nationalist Government considers the arrangement as temp.orary and thinks it will lead to normal relations between Spain and Britain. General Franco's diplomatic advisers are delighted at the exchange of Notes and'declare that it is much more than recognition of belligerency — that it implies recoghition oi G ener al Franco's sovereignty.
