Sharp Comment from Tokio WILL JAPAN ATTEND?

(Received 10, 10.40 a.m.) LONDON, Nov. 9. The Tokio correspondent of The Times states: — ' ' ' The official spokesman of the Foreign Office commented sharply on the presehce of the Soviet at the Brussels Conference. "He said that the Soviet was not a party to the Nine-Power Treaty and had no right to a voice in its interpretation. "Responsible officials to-day reiterate that nothing is known of the reported mediation of Germany; They said: 'Japan has not approached Berlin, nor has she been consulted by the German Government.' " Spealdng at Tokio the Japanese Foreign Office spokesman told Press representatives that the sccond invitation from Brussels required considorablo' study. The reply might, therefore, be delayed. He saw personally no reason why the Japanese Government should change its mind. He denied that Japan had communicated with Berlin in regard to po'ssible peace terms. The Australian Associated Press correspondent at Tokio asked whether there was any foundation for a dispatch from Tientsin stating that the Japanese leaders there aimed at complete political, social and economic rdconstruction of the wliole of China as the objeetive of the war. The Japanese Foreign Office spokesman replied: "Maybe many Japanese hold such ideas, but such is not the Japanese Government policy."
