(Keceived 6, 12.30 p.m.) KUGBY, Nov. 5. A letter a.diressed by Lord Plymouth, on the instruction of the Non-Interven-tion Committee, to Mr Anthony Eden, and setting out the proposals for the withdrawal of volunteers and the grant of belligerent rights approved by the committee and Tsquesting the concurrence of the parties, has now been sent to Sir Henry Ohilton and Mr Leehe for communication to the two sides in the civil warIn view of the urgency of the matter, the communxcation includes a request for a repiy as soon as possible No date has yet been fixed for the next meetmg of the chairman 'e Bubcommittec, but in the meantime the technical advisory comniittee is still at work on questions connected with the reinstitation and strengthening of control, and preparatory consideration is being given to other questions reserved for further examination in the interval before the Spanish replies are received.
