(Received 1, 8.45 a.m.) LONDON, Oct. 30. The granting of belligerent rights was again the stumbling-block at the meeting of the sub-committee of the Non-Intervention Committee to-day. M. Maisky, Soviet Ambassador to London, repeated his demand tbat belligerent rights should be granted after the complete withdrawal of foreign troops from Spain. Therefore, he would abstain from voting on the paragraph in the plan relating to it. He'rr von Ribbentrop, German Ambassador to London, demanded complete unanimity, and suggested that a certain member should use his influence to bring Russia into line. Further efforts to reach a solution will be made during the week-end. 0 In the meantime, it is proposed that the sub-committee should meet again •on November 2, and the main committee on, November 3. "When the meeting ended to-day, the position. was as follows; England, Francev Belgium, CzechoSlovakia and Swedeii adopted the draft resolution of Oetober 27. Germany, Italy and' Portugal supported it, but only provided the deeision was unanimous. The Soviet supported it with a reservation eoncernihg. belligerent rights. Herr von Ribbentrop said that the Soviet 's attitude had now become a real menaco to the Non-Intervention Committee and to the European situation. . The sub-committee tentatively decided that a resolution embodying proposals for the withdrawal of volunteers should be submitted to the main committee on November 3, with the request that authority be given for the chairman of the sub-committee to approach the two authorities— loyalist and insuxgent — m Spain asking them to agree to thei Tesolution as a whole. Bending consideration by the Spanish parties, the sub-committee would continue with the preparatory work for the withdrawals. The sub-committee on November 2 will be asked formally to appruve of this course of action. The German and Italian representatives said that until they had consul'ted their Governments they could not be bound to agree to the suggested procedure, partic-ularly authorisation to approach th'e Spanish parties.
