(Received 1, 8.45 a.m.) t NEW YORK, Oct. 30. The Washington correspondent of th# New York Herald-Trikune says that th# Navy Department is drafting an expaneion programme. Additions to the Fleet m 1939 will cost approximately 233.000,000 dollars and will raise th# defence expenditure in 1939 ta 1.250,000,000 dollats. The programme provides for two 35.000-ton battleships, each costing 60.000,000 dollars, two light cruisers, six submarines, four to six destroyers, and four aux-iliaries. These will supplement two battleships and 80 other units which have been laid down or nie being laid dowu.
