HOPE FOR THE LEAGUE.
"I want to tell you that I am not in the least discouraged hyinternational events. I never thought that in a few years, or even deeades, we could banish war, which is not only a barbarity, but also a stupidity, from the hearts of men. I am not discouraged for another rsason. If we have had difficulties and set-backs, if people are able to criticise or even scoff at the League of Nations, it would be easy, I am sure, to show that our disillusion is due to our not having loyally, continually and straightforwardly followed the policy of the League of Nations.
