EUGBY, Oct. 27. The draft Tesolution on non-interven* tion in the civil war in Spain has heem submitted to the Powers for flnal ajK proval. It coveTs the methods proposed for dealing with the withdrawal of foreign volunteers and the granting of limited belligerent rights to both sides. While the approval of aU other Gdvw ernments but the Soviet is expected to be announced at Friday's meeting, tho possibility of some concession by tho Soviet is not xuled out.
