Slump In Building, For only the second time during the present current financial year do the monthly returns of the Hastings Borough building department show that new building ventures in Hastings exceed an estimated value of £10,000. To (late this month the figure is £10,211 and this has been exceeded only once since April 1 last, tlie returns for July showing tbat permits were issued for £11,486 worth of building. During the past five or six years it was an exceptional month that did not show £10,000, but during the present year there has been a deeided slump in the figures and now it is the exception to find the aggiegate exceeding ihii figutte ,
