Japan ;s reply deeliniiig the invitation to the Nine-Power Conf erence. on the Far East conflict at Brusseis reitergtes that her action in China is a nxcasure of self-defence and that conBeqxiently it lies outside the purview of 'the pact. Japan eomplains that the League has taken sides and" that the qonference is linlced-up with the League 's resolution. Therefore* the Note says, full and fra&k discussion cannot be expected. The Japanese Government is convineed that any attempt to seek a solution afc a gfcthefing of so many Powers with varying or pTactically no interests in East Asia will only complicate the situation and put obstacles in the path of a proper solution, the principal faetot of which must be China 's realiSation of the necessity of Sino-Japanese c0-opera-tion. A Geneva message says tlikt the meeting of the League committee to consider Sino-Japanese questionS, which had been fixed for November 5, has ' been postponed until a date whett it can take accoUnt of the results of the Bfusself conforencB.
