Owncrs .of tramp shipping have aeceptcd a volUntary schcme of co-opera-tion appllcablo to British tramp shipping frum January 1. The owners are required to execute a bifiding agreemeut to comply with minimum f'reight rates and with other conditions specjfied by the administrative committee. A vital cla.use is designed- to prevenl an accumulation of tonuage in epecific areas. Subseribers are boand to observe the pay rates and service conditions laid down by the National Maritime Board. The cost of the administrative committee administering tbe scheme will be defrayed by voluntary contributions. Breaches of the scheme will be punishabler by fines levied by a single arbitrator.
