Japan's Precautions (Received 23, 8.45 a.m.) TOKIO, Oct. 22. A conference of inter-departmental beads to-day decided that, in future, blankets for the use of the Army and Navy and uniforms for employees of the State railways adn the poHce will tio raade from mixtures of wool and staple fibre. Regulations acoordingly are being promulgated by the Minjstry of Commorce and lndu6try. which aims at economising in the use of wool. Japan needs to purchase 105,000 balee of wool during the remainder of this year. Industrialists asked the Government to sanction 150, 0C0 bales, but this request was decliued. ' Some companies have seven or efght Inonths' supplies, but others have hard!y any.
