(Received 22, 9.50 a.m.)' TOKIO, Oct. 21. An invitation to the Nine-Power Conference was handed to the Foreign Office by the Bdgian Ambassador. The Japanese Press says that tho chances of unqualified acceptaiice are very slim because the conference was called on the initiative of the Legaue with which Japan is n°t co-operatibg. It is contended that the dispute could be better settled between China and japan, as intervention further complicates the situation.
