Mr Norman Davis, the head of the United States delegation to the NinePower Treaty Conference to deal with the Sino-Japanese conflict, was terviewed to-day before sailing for Envope The correspondent of a Japanese newspaper asked him if he inteudo.I branding Japan as the aggressor at Brussels. Mr Davis stated: "Wa shall sit dowo at the conference table like intelligent, peace-loving human beings seeking a peaceful solution.'' Mr Davis denied that there was any intention to invite Russia and Germany, and expressed the hope that Japan would attend and help to matee the conference a success. He stressed the point that the United States was entoring the conference without commitmonts, but he adnutted that he had the outlines of a plan in his mind which, however, he was not yet able to divulge.
