Token Withdrawals.
Mr Anthony Eden said he uuderstood that the proposal was: First, there • would be a token withdrawal ; theu would come the withdrawal proper, aud •n autbority would decide this ou the report of the commission. Count Grandi replied iu the affirniative. (There was a general understaudiug among those present that the tokeu withdrawal will be in equal numbers, but this point will he discussed ou October 22.) ( Herr Woermaun, German Charge d'Affaires, said the German Government aecepted token withdrawals in equal numbers by botb sides. Germany solidl.v supported and accepted the Italian proposals and believed iu the re-establisb rneht of control. M. Mai ky (Russia) demurred ovei the passage of the 1 0;«. ..unique agreeing that the ehairman sliotiJd eonsider the machincry, etc., on the ground that it was made to appear that the Soviel Government had agrted to the British plan. which was not the case. He a hle that he would formulate reservm later.
