Considerable comings and goings in the Non-Intervention Comsnittee after its assemblage at 3.30 p.m. were believed to indicate hopes tbat tlie Italian and German attitude would be less obstructive to tbe withdrawal of volunteers froni Spain. These hopes were realised wben Count Grandi annonnced that Italy wonld agree to the withdrawal of volunteers and the provisions of the British plan of July 14. He added that Italy would agree to a commission being sent to Spain to supervise the withdrawal of volunteers.

A Non-Intervention Committee comaraniqne states: After hearing statements by the representatives at the neeting and taking note of the substantial degree of progress achieved towards agreement on the main points at issue, representatives undertook to report to their respective Governments the substance of the discussion. "The committee agreed that the ehairman should consider the machin ery which will be required to give effect to the proposals at the nest meeting, to be held on October 22." At a meeting of tbe sub-committee, Cbnnt Grandi (Italy) announced that the Italian Government was ready to •ccept the following proposals: — An international commission to be sent immediately to Spain to ascertain the exact nurqber of foreign nationals fighting with the two parties in the conflict.
