The Washington correspondent of the New York Times says that th.6 opinion is prevalent that President Eoosevelt by calling a speeial sessipn of Congress has risked embarrassment at a delicate stage in fqreign affairs. _ It is eertain tUat Congressmen, despite President Kopsevelt's impliod desire for a free haud, wiU offer many resolutions and Bills relating to . the Sino-Japanese warfare, and tkat peaco organisations, also several Congressmen, will demand a mor.e rigid neutrality. On the contrary, others will want to repeal the neutrality legislation. Senator Logan (Democrat, Kentueky) declares that the neutrality law is foolish and urges a collective blockade of Japau by the flqets of the world Powers. Meanwhile an interesting sideiight is that Mrs. Eoosevelt has written a book of 50 pages, diseussing steps whereby world peace could be achieved.
