In Teferring to South-West Africa in a speech at Colesberg, General Smuts said tkat tke mandate was necessary "for tke future safety -an.d seeurity of our boundaries." "We are going to kold on to tkemi" ke added. General Smuts said tkat under tke assuranee of an earlier proclamatioa by tke Prime Minister thousands of Soutk Africans, mostly Afrikaans-speaking people, kad gone -to live in tke mandated territory. Tke great majority of tke wkites in this territory .were not Gei'mans but Afrikaliders.
