Tkey are being constructed with great rapidity. Italy already po3sesses 88 completed submarines, compared with Britain 'b 72, France 's 88, tke United States' 97, and Japan's 02. Itaiian submarine production kas averaged a boat every montk, a figure no other country kas approached Twenty-eigkt new destroyers have been begun during tke present year, also a group of motor torpedo boats with speeds between 45 and 50 knots per kour.
