The Tokio cprrespondent of The Times says: "The beginning of the Japanese preparations for peace is app&rent in the formation of A new State Advisory Council approved by Cahinet. It will eonslst of 10 meiabersj four of whom will be from tlie Army and N&vy, three politicians, two representatives of finance and business, one of the diplomatic corps. "Japan," the eorrespondent says, "has always had to face a tiolent Nationalist agitation when coming to terms for peace. It Is probable, since hoth the Government and the Army have declared that they will be satisfied with a penitent peace with China, and the Prime Mini&ter, Prinee KonOye, desireS to place the responsibility for the terms on men whose nationalism is nnimpeaehable ; hence the new council, which is also designed to end the strife between totalitarians and parliamentarians. "The Council will be merely advisory, and the supremacy of Cahinet will be preserved, but, as it has been appointed by the Emperor, it will exercise a genuine influence on the policy to be followed.^ The eorrespondent adds that Count Terauchi's victory in North . China means that the Army has substantially attained its objective — the destruction of the Chinese armies as a fighting force in North China. There is little likelihood that the Chinese will be able to mahe a stand at Shuntefu. The Chinese strategy of resisting and retreating is wearing thin. The Chinese forccs have offered little resistance to Count Terauchi's advance in the past few days. Overloaded troop trains earrying retreating Chinese southwards have been furnishing targets for the Japanese airmen.
