MAYOR'S CASTlNd VOTE

(Hv Telegrapli-

CHRISTOHURCH, Last NighL On the casting vote of the Mayor (Mf. J. W. Beanlaud) the City Coiincii to-night decided that it would not for the present seek to introduCe a Bill to Parliament giving power to the counCil to establish a municipal monopoly of fclie milk industry in the city. The council made this declSion when it Was rC' commended that Mr. T« H. McOonibs, M.P., and Hon. W. Hayward, M.L.O., be requested to take charge of a Bill. The resolution carried was: "That fhe Bill be not submitted to Parliament lihtil the eoUncil tkoUght fit and until after the retUrn froin abroad of the Chalrman Of the milk cOnimittee (Sir Hugh Acland)." Cr. Aclafid is expected to retUrn about fhe iniddle of DCcember. . • The establishmeut .of an indUstry under the ownership and Control of the Christchurch City COuncil Was Tecommended by the man&ger of the Wellington City Council milk department (Mr R. E. Herron) in a repOrt that was 'tabled at the meeting q! the council to-night. Mr Herron, who investigated the milk supply in the city last May, considers that the indtlstry is in the mofit ichaotic condition, with producers and Vendors unable to ensure a reasonable retufn for theif work or to give a supply of the neccessary quality and ■hygiene. The pasteurisation of milk is favouted by Mr Herron. If it should be nepessary to make available a supply of raw milk, he considers that it should be of certified quality only, but this would be more expCnsive than paSteurised milk. On the basis of a return to producers of 8.268d per gallon in summer and 13.603d per gallon in winter, Mr. Herron § Suggests the sale of bottled pasteurised | p milk for the six months at S^d per quart and for tbe six Winter months at 6d a quart. The capital required to establish a municipally owned and controlled undertaking, exclusive qf the amount needed for meeting compensation, would be aboUt £220,000.
