Italian Newspapers GERMAN CRITICISM (Received 11, 8.45 a.m.) ROME, Oct. 9. The newspapers troat Mr Chamberlain 's speeeh coldly. According to a message from Berlin, the official spokesman of the Cabinet stated that Mr Chamberlain 's speech had gone to the ' ' wrong addf ess. ' ' "Italy is within her rights if she demands reference of the Spanish quOntion to the Non-intervention Committee," the spokesman added. The newspapers declare that Britain cannot expect Italy simply to follow Britain. A message from Paris says that the Press considers Mr Chamberlain 's speech disereet, but flrm. Signor Muesolini, the newspapers point out, has failed to force him to show his hand, as was hoped.
