Conference Preparation, DISCUSSIONS AT WASH1NGT0N _______ i (Received 11, 8.45 a.m.) NEW York, Oct. 9. The Washington coi-respondent of the New York Times says that th« British Charge d'Affaires had a preliminary conference to-day with the assistant-Secretary of State and an expert on "Leaguo of Nations procedure, regarding the method of consulting tho signatories to tho Nine-Power Treaty. President Roosevelt, on his retnxn to Washington to-day, immediately coiiferred on the Far Eastern crisis with Mr Cordell Hull, Secretary of State, for two hours, and afterwards with the Cabinet. There is some feeling that it may be deeided that the preliminary consultations among the nine Popers should be made as informal as possible. According to a Geneva messagef the League Secretariat announces^ that China has aecepted the invitation to the Nine-Power Conference. Editorial eomment on the attitude of the United States with regard to the • Sino- Japanese confliet is fairly divided , in thought. Many opponents of the policy of boycotting Japanese goods urge caution. They give as an iustance the failure of eeonomie sanctions against Italy. However, the Administration has taken heart by the receipt of congratulations from tho Argentine — an action that is eonsidered to be the prohahlo reflection of opinion in South America. The State Departmcnt unofficially niakes the conjecture that Brussek will be the vcnue of the conference, whicli is expected to be an cffort at mediation, not cocrcion.
