news agency without comment — but an article aseribed to Signor Mussolini, and written before the speech at Chicago, appears in the Popolo d'ltalia. The article seeks to justify Japan's actions, and taunts Britain as follows: "The shrieks of gossipy womOn aud he sermons preached by the Archbishop of Canterbury make ua laugh, or excito disgtist, aceording to the circumstances. "It is certain that, in a case of necessity, Britain would not hesitate to bomb enemy positions, as she has dono, and is doing, in Waziristan.''
