The British United Press Washington correspondent says: "Ihe State Department, in a formal statement, branded Japan U an aggressor nation in an undeclared war against China and charged her with violation of the Nine-Power and BriandKellogg pacts. "We have been forced to the conclusion that the action of Japan is inconsistent with the principle which should govern relationships hetween nations, ' ' the statement says. Offieial circles feel that the United States has thus given full and prompt support to the League of Nations and has fulfllled the implied promise of President Roosevelt in his speech yesterday that he would support concerted action against threats to the peace of the world.
