(Eeceived 6, 8.45 a.m.) LONDON, Oct. 5. The Daily Herald discioses that Arab terrorists murdered Mr Andrews, Comnussioncr for Galilee, becauso he had discovered details oi a plot prepared at a conference at Blndan, in Syria, on September 8, for a new Arab rebellion envisagiug the establishment of an Arab Empire.comprising Trani jordania, Svria, Iraq and Palestine under tho tulership of the Mufti. Large stoeks of arms were already stored at fixed points in Iraq and Syria. The Muftl's supporters fomented anti-seroitism, declaring that 17,000,000 Jews would make an armed attack on 6,000,000 Arabs. 1 ' The Mufti Fad been saved from deportation when it was thrice previously recommended, leading his supporters to assert that he and not the High Commissioner was the real rvler of Palestine," the Herald adds. "The question is: Who saved him? Members of the House of Commons of all parties will seek a full Parliamentary mquiry into the failure of the Palestine Administration to control the terrorism. ' ' According to a Jerusalem messuge, most of the Arab shops have reopened. The Arabs are obviously impressed by the Administration 's firmness, coupled with the moderates' restrammg counsel. Lack of funds is also an lmportant factor.
