Japanese Measures (Eeceived 6, 10.40 a.m.) TOKIO, Oct. 4. Pnrsnant to placing Japan on a war basis, lists of restricted or prohibited imports have betn published for ratification on October 10. The prohibited exports comprise chiefly munitions and war materials. The restricted imports include seed, •otton, wool (except from Australia). Prohibited imports are: Furs, hides, skins, tea, meats, eggs, beer, cotton yarn, raw silk, woollen fabrics, shoes, elothing, jewellery, cement, precious xnetals, certain instruments, and macbinery.
