SETBACK IN LEAGUE ASSEMBLY
Unanimity Lacking on Question of Negotiation (Recieved 5, 8.45 a.m.) GENEYA, Oct. 4. The League did not carry the resolution authorising Britain and France to negotiate with ltaly for the withdrawal of foreigners from Spain because of opposition from Albania, Austria. Hungary and Portugal. ■ Thirty-two States approved of the Political Committeo's resolution, but the necdssary unanimity was lacking.
