(Eeceived 1, 12.30 p.m.) EUGBY, Sept. 30. The terms of tiro draft agreement signed to-day by the anti-piracy conference at Paris are not revealed, but it is geuerally understood that tlio agreement will be found to provide for the allocation to each of "the threo navies of an area in which it will be wholly responsiblo for the protection of merchantmen .from piratica) attacks. No forces or mixed nationality will be employed, but full co-operation between the various units is provided for. . The reference of the agreement to the three Governments is understood to be purel'y formal. The modiiications to be effected in the technical dispositions under the Nyan scheme to allow Italian participation will in due course be submitted i'or the approval of tho other signatory States.
