(Eeeeived 28, 12,30 p.m.) CENEVA, Sept. 27, The committee of Twenty-Three of the League, which met to deal with the Sino-Japanese confliet, passed the following resolution: "The Committee, taking into urgent consideration the bombardment of opou towna by Japanese aircraft,. e.xpresses profounc] distress at the loss of lif e Of innQcent civilians, including women and children, and declares that there are no excuses for such aets, which have eroused horror and indignation throughout the world." This resolution will be transmittqd to the Assembly of the League for adoption, Dr. Wellington Kop, the Chinese delegate, stated that Japan now had 350,000 troops in China but that the Shanghai offensive, owing to the bravery of the defenders, had signally
failcd, Nevertheless, he added, 10,000 ■men, women and children had been killed, He declared thai if the League could not defend right against might it could point out wrong-doers to the world. The Japanese invasion of China was aggression, and, in view of this, incidents of Japanese creation were a pre-' lext. Dr. Koo, declared that Japan's aim was to conquer China and to dominate Asia, the Pacific and, evontually, the world. Viscount Cranborne (Britain) suggested immediate condemn:\tion of the bombing of open towns, which Britain viewed with horror. The authors ot' the bombings would do well to take aecount of tho world-wide efirect of their action. M. Delbos (Franqe), M. Sandler (Sweden) and M. Litvinoff (Eussia) supported tbe motion of condemnatipn. Mr. W. J, Joi'dan, the New Zealand representativo, delivqred a sincere and emotioual speech declaring that the League was abandoning ^ women aud children who were appealing for help.
