SPAIN NOT RE-ELECTED
Seat on League Council ASTONISHMENT EXPRESSED (Received 21, 11,50 a.m.) GENEVA, Sept. 20. The League of Nations League Assembly rejected by 24 votes to 23 the Spanish claim for re-eligibility for election to the Council, for which a twoth; i-i majority is required. Five ballot papers were spoiled. The League deiegates heard the figures in breatliless silence, and when it was realised that Spain had not even received a bare majority there were expressions of astonishment. The Assembly also rejected by 25 votes to 25 Turkey 's request for re-elec-tion. As Peru and Iraq were the only candidates for the seats vacated by Spain and Turkey, it is certain that tliey will be eleeted. It is probablo that eithor Hungary or Belgium will be eleeted to the rOmaining seats. Spain 's non-eleetion to the Council was largely due to a breakdown of negotiatjons with the South Americau couur tries, wl}ich sought speedy evacuation of refugees from their legations at Madrid.
