Roosevelt Sharply Criticises Dictatorships THREAT TO CIVILISATION

President Eoosevelt, in a commemorative address on the occasion of the 150th anniversary of the signing of the Constitution, mingled remonstrance against the Supreme Court*s usurption of legislative powers with a sharp attack on dictatorships in the world. He issued a warning that if the TJnited Slates demoeraey were to survive it must meet the American masses' need for a higher standard of living. "Dictatorships," he' said, "have given many people material things
which they did not have under democraeies, but at the expense of liberty and individual rights." He cautioned dictatorial loaders who derlded constitutions that modern men and women would not tamely commit to one man or group the permanent conduct of their government and that dictatorships threatened civilisation.
