A PRIME MINISTER'S AIMS.
"What brought me into politics and has kept me there, was a belief that through these and other means it was possible for statesmen sooto mould «their policy as to make it possible to improve the conditions of life of the people of their country. When I speak of the conditions of life, I am not thinking only of material considerations. It is no part of my creed that everybody ought to have the same income, for that would not guarantee that everybody would bo equally happy. Happiness springs from within, not from without, but it may be fostered or starved by external conditions, and in the model State that all of us are striving after we would like to see conditions so framed as to enable its suhjects to create happiness for themselves. "If we are to achieve those conditions, the people must be strong and healthy. If they should fall victims to accident or disease they should have available the best of medieal science. They should be able to command an income sufficient to keep themselves and their families, at any rate, in a minimum standard of comfort. They should have leisure for refreshment and recreation. They should he able to cultivate a taste for beautiful things, whether in nature or in art, and to open their minds to the wisdom that is to be found in books. They should he free from fear of violence or injustice, they should he able to express their thoughts, and to satisfy their spirilual . and moral needs without hindrance and without persecution."=r-The Bttiisk- P.GIAt Chamherlam.-
