(Eeceived 15, 12.25 p.m.) BOME, Sept. 14. Italy has officially deelined to partieipate in the Mediterranean patrol. Her reply states tkat the situation is unaceeptable as she wonld not be given absolute parity with the other Powers. Signor Gayda, writing in the Giornale d'ltalia, says: "The general effect of the Nyon agreement seems to defend Eussian transports going to Spain with war materials and to support a movement which, if successful, will violently altcr the whole Mediterranean system."
