The gravity with which the United States views the international aitua* tion is indicated by a remark made by l'resident Roosevelt at an informal gathering tn-day. "The ( B 'ernraent," the President said, "is going to do everything pos-i sible to keep tlie United States out of war. ' ' At a Fress conference, held earlier, l'resident Roosevelt declared that the"' democratic nations y thi»jughout the world were "jittery" over the foreign situation, both in the Far East and Furope. The Navy Department has warned American merchantmen that it is dangerous to operate in the ' Japanes# blockade ztone off the China coast. The department advocates the painting of national colours in a conspicuous place on vessels. Mr. Cordell Hull, Secretary of State, declined to discuss the Japanese N,ot» in which it is pointed out that Japan will not assume responsibility for dan& age to United States property and materials in Shanghai, but it is believed that the United States will not be de--texred in pressing her demands for indemnification.
