ITALY AND GERMANY APPLAUD EXCLUSION OF SOVIET FROM PATROL
(Received 13, 1.50 p.m.) ROME, Sept. 12; Signor Mussolini is studying the anti-piracy plan. The Italians regard the exclusion of Rxxssia from the Mediterranean patrol as a satisfactory feature, and they also contend that the plan confers on General Praneo's submarines rights of war under the London Naval Treaty, which Is tantamount to recognition of his navy as that of a hellfgerent, despite the reseivation of helligeront rights. Berlin reports that German newspapers are equally gratifled that Russia has heen "shown the door.' '
