MENACING ATMOSPHERE
San Francisco Waterfront Dispute (Received 10, 8.45 a.m.) SAN FRANCISCO, Sept. 8. A more menacing atmosphere is accompanying the waterfront dispute. Tho teamsters have paralysed +he Oakland, Richmond and otlier East River ports, but tho secretarv of the union denied that they iutended moving iu when the congest'ion stopped the activities of the longshoremen. Mr Harry Bridges, organiser and president of the maritime affiliate of the Committee for Industrial Organisation, said to-day: "They will have their heads sewn up if they try it. " It is expected that .the congestion will compel shippers to place an embargo on tho alfected ports for ten days. Mr Bridges pcrsonally led 500 C.I.O. pickels against Ameriean Federati.on of Labour teamsters last week. Tho pickets grappled with teamsters, who wero hauling merchandise from a warehouse. The Teamsters' Uuion, in rotaliation, jilaced an embargo on all cargo in. the San Francisco docks. The C.I.O. seeks to be the paramount bargaining agency for the workers and the employers, and the Ameriean Federation of Labour disputes this claim. Mr Bridges is seeking a conference with the teamsters, but repeated pleas in that direction have been rejected.
