Parry, Minister of Internal Affairs, said . to-day that if local bodics could devise a belter system of improvement than that provided in the Amalgamation Sehemes Bill it was their duty to make that contribution and not merely reply in a negativo form. It had bceu suggested that a Royal Commission should be set up. but tlie Bill itself provided for a cominission of iuquiry and gavo it complete powers , to dtal with its findings-
