President Roosevelt said that the Uuited States was on a 24-hpurs basis as regards invocation of the Neutrality Act. Mr Roosevqlt xvarned the 7780 Americans in China that they were remaining at their own risk. The Priesident implied that they could not expect the Uuited States to use armed forqes on their behalf if they ignored the warnjng. He said many were refusing to loave despite being urged to do so by diplomatiq officiala.
