"INQUIRER": The Borough Couneil has no authority to compel the deinolition of an old building that was in existence before the earthquake of 1931. In the instance you refer to the council prevailed up«fi the owner of I the property to remove an old wooden building and in consideration allowed j him to make some additions to gal-vanised-iron buildings already in existence. The net result, it is considered, will be a substantial improvement, and it should be borne in mind that the council had no authority to enforce any improvement.
