BRITAIN HAS IMPORTANT PROPOSAL
(Received 4, 1.30 p.m.) RUGBY, Sept. 3. Reinforcements of the British destroyer Btrength in the Mediterranean, and the prospects for the lorthcoming diseussions between the Mediterranean Powers are two topics which vie lor cliief place in to-day's newspapers. The uieeting of all the Mediterranean Powers concerned to consider the suhmarine menace has aroused the liveliest iuterest in London, and in officia! circles the very giieat importance whicb the British Govejnment attaches to it is stressed. The British Govermnent favotil's the bcgitining oi these diseussions as soon -is possiblo after representatives of all (lie Powers concerned have reached Geneva. It is authoritatively stated that tho British Govermnent will have important proposals to make at the ineeting.
